GPS 2024/2026: Will There Be Another Ranking for Those Who Respond to the Call?

Reopening of Provincial Ranking Lists for Substitutes 2024/2026 and Interpellation System

The recent ordinance regarding the reopening of Provincial Ranking Lists for substitutes for the years 2024/2026 introduced the possibility of interpellation to replace the Autonomous Designation Modules (Mad).
Teachers who are interested in participating, within the limits established by the Ministry of Education, will be able to respond to announcements made by individual schools.
This raises some questions: will there be a ranking list for interpellation as well? And based on what criteria will points be assigned to determine the position in that list?

Before addressing these questions, it’s important to remember that temporary assignment substitutes until June 30th or August 31st are allocated through Provincial Ranking Lists for substitutes, while for short or sporadic assignments, school principals can draw from the School Rankings.
When even these options are exhausted, starting from the next school year, the interpellation system will come into play to essentially fulfill the same function that the Mad previously served.

How Substitutes will be Assigned through Interpellation under the 2024/2026 Ranking Lists

To understand how substitutes will be assigned to those who respond to the interpellation under the new 2024/2026 Provincial Ranking Lists and according to which criteria, we need to refer to the draft ordinance circulated by the Ministry of Education in recent weeks.
Currently, it is not specified which criteria will guide school principals in choosing one teacher over another for a position made available through an interpellation to which candidates must respond officially.

While until the current school year, after exhausting the School Rankings, school principals could appoint the substitute teacher who voluntarily made themselves available through the availability declaration, from the new school year the Mad will no longer exist.
It will be schools that will publish, also through the Regional School Offices, announcements to which candidates meeting the requirements will have to respond.

Sonia Cannas, an expert in school regulations, also addressed this issue in a recent interview during a webinar organized by the online journal Orizzontescuola.it.
She clarified that currently, according to the draft ordinance, there is no additional ranking list for teachers who respond to the interpellations, “except for different provisions at the provincial level.” Thus, it should be at the discretion of the school principal.

For further confirmation, we will have to await the official ordinance, but it is likely that some clarifications will be provided for teachers aspiring to substitutes due to the transparency required for the assignment of a position under the Ministry of Education and Merit.

Responding to Interpellation under the 2024/2026 Ranking Lists: Conditions Apply

Responding to the interpellation is possible for teachers or those who have never taught, but under certain conditions.
Specifically, for common positions, it will not be possible to respond to the interpellation if registered in the Provincial Ranking Lists for substitutes of the chosen province during the application process for inclusion in the 2024/2026 Ranking Lists and consequently in the School Rankings of the 20 schools (maximum) identified in the same province.

To respond to the interpellation, it will be necessary to remove oneself from the Provincial Ranking Lists, losing, however, the opportunity to receive annual substitutes in the biennium.
It is also unclear if it will be possible to respond to the interpellation of a school in the same province where one is included in the 2024/2026 Ranking Lists and which is not among the 20 identified during the registration process in the Provincial Ranking Lists for substitutes for the upcoming biennium.

Teachers specialized in support positions will be able to respond to interpellations even if included in the Ranking Lists, followed by non-specialized teachers for the same positions.
Further details, however, will have to await the official ordinance from the Ministry of Education.
