The Decree-Law of October 11, 2024, No.
145, known as the Flux Decree, regulates the entry of foreign workers into Italy and establishes measures to protect them against undeclared work, as well as crimes under Articles 600, 601, 602, and 603-bis of the Penal Code.
The updated procedures for hiring foreigners in the context of quotas for migrant flows in 2025, modified by Decree-Law No.
145/2024, will take effect from November 1, 2024.
In response to these legal updates, a joint circular by the Ministries of Interior, Labor and Social Policies, Agricultural Sovereignty and Forestry, and Tourism was issued on October 24, 2024, to provide necessary operational instructions for submitting applications for 2025.
Entering the Job Market: Key Details
2025 Entry Quotas
The 2025 entry quotas, as per D.P.C.M.
September 27, 2023, are as follows:
- 70,720 quotas for non-seasonal subordinate work;
- 730 quotas for self-employment;
- 110,000 quotas for seasonal work.
New Procedural Updates
Decree-Law No.
145/2024 introduces significant simplifications and accelerations for procedures involved in residency contracts for work.
Key changes include:
- Mandatory digital domicile registration for employers;
- Simplified initial verification of available local workers;
- Rejection of applications from employers with unresolved previous contracts;
- Obligation to confirm applications within seven days.
Mandatory Digital Domicile
An essential requirement for employers is to have a certified electronic mail (PEC) address registered in the INI-PEC and INAD databases, ensuring smooth communication with immigration authorities.
Number of Applications
Employers can submit a maximum of three work permit requests for the specified quotas in 2025, while employer organizations and agencies may have different limits.

Specific timelines for seasonal and non-seasonal applications starting on February 5, 7, and 12 in 2025 are confirmed, particularly for the agricultural and tourism sectors.
Pre-filling Work Permit Requests
Employers can pre-fill applications from November 1 to November 30, 2024, on the ALI services portal.
Positive outcomes will provide employers with an activation code for streamlined application processes.
