Avellino 2024 Municipal Elections: Latest Updates

The stage is set for the 2024 Avellino municipal elections, which will be combined with the European elections in a similar fashion to what happened five years ago, creating an “election day” scenario.

There will be a total of seven candidates vying for the Avellino municipal elections.
Following his victory in 2019, current mayor Gianluca Festa will not be running due to a judicial investigation that led to his house arrest.

Dates and Timings

The 2024 Avellino municipal elections will take place on Saturday, June 8, and Sunday, June 9 for the first round.
Concurrently, European elections and regional elections in Piemonte will also be held.

Here are the opening and closing times for the polling stations during the 2024 municipal elections:
– Saturday 8: from 3 PM to 11 PM
– Sunday 9: from 7 AM to 11 PM

The counting of votes for the first round will begin at 2 PM on Monday, June 10.

If a second round is necessary, it will take place on Sunday, June 23, from 7 AM to 11 PM, and on Monday, June 24, from 7 AM to 3 PM.

Voting Procedures in Avellino

During the Avellino municipal elections, voters have three options:
1.
Place an X next to the party symbol, automatically assigning the vote to the mayoral candidate.
2.
Place an X next to the name of the mayoral candidate (in this case, no vote will be allocated to the party).
3.
Place an X next to the party and write the surname of the preferred councilor candidate.

Split voting is permitted, allowing voters to choose a mayoral candidate from one party while supporting a different candidate from another party.

Electoral Law

The electoral law for municipal elections in Italy follows a majority system for mayoral elections and a proportional system for councilors.

In Avellino, a municipality with over 15,000 inhabitants, if no candidate achieves an absolute majority in the first round, a runoff will be held between the top two candidates.
In case of a tie, the older candidate will be elected mayor.

To ensure a stable majority and governance, the winning party coalition supporting the mayor will be allocated 60% of the seats, while the remaining seats will be distributed proportionally among other parties using the D’Hondt method.

A total of 32 councilors, excluding the mayor, will be elected, with all lists surpassing the 3% threshold of valid votes eligible for seats.

The 2019 Avellino municipal elections saw Gianluca Festa, an independent center-left candidate, win, defeating Pd’s Luca Cipriano in the runoff.

Five years later, Avellino’s political landscape remains complex, with former deputy mayor Laura Nargi contesting for the mayoral position.

The center-right is fragmented, with journalist Rino Genovese in the race, Fratelli d’Italia supporting Modestino Iandoli, and Udc backing Gennaro Romei.

The Pd and 5 Stelle parties are united in support of Antonio Gengaro.
