The government, in commenting on the transition from Citizenship Income to Inclusion Allowance, to which support for training and work must inevitably be added, spoke of a "cut to income support".
There is indeed a reduction in the number of beneficiaries, but it must be said that for those who have a very low income, especially if equal to zero, the transition from one measure to the other may have been even more convenient.
It is important to underline, in fact, that the maximum amount of the inclusion allowance is even higher than what could be obtained with the citizen's income.
To demonstrate this there are some examples, which make us understand that the cut in support was not as severe as we were told.
Citizenship income, maximum amount and who was entitled to it With the citizenship income the maximum amount that could be obtained was equal to 500 euros per month multiplied by the equivalence scale parameter which could reach the limit of 2.1, or 2 ,2 in the presence of disabled members in the family.
Therefore, up to 1,050 euros could be obtained every month, 1,100 in the presence of people with disabilities.
But who had the right? Meanwhile, the family income had to be zero.
Then it was necessary to reach the required equivalence scale parameter, calculated by assigning a value equal to 1 for the applicant plus: 0.4 for each adult member; 0.2 for each minor member.
For example, a family made up of 5 people, 3 of whom are adults and 2 are minors, was in a position to be able to aspire to the maximum amount.
To which is also added the reimbursement for the rent, up to 280 euros per month, or possibly the reimbursement of the mortgage installment up to 150 euros.
It was therefore possible to reach up to 1,380 euros in favorable conditions, money considered excessive by the government which in fact made cuts with the transition to the Inclusion Allowance.
Maximum amount of inclusion allowance and who is entitled to it As you can see from our calculator on the inclusion allowance, with the same income and family unit the amount received may be different from that of the citizen's income.
The reason lies in the change in the criteria for defining the equivalence scale parameter, the calculation of which becomes more complex: a value of 1 continues to be assigned to the applicant; for adults, a 0.4 is due only if they have a care load (under 3 years old, at least 3 minor or disabled children) or if they are over 60; for disabled adults, however, the value rises to 0.50; it drops to 0.30, however, in the case of adults with serious biopsychosocial distress; in all other cases adults are excluded; for minors, however, a 0.15 is due up to 2 years, 0.10 thereafter.
However, despite the more restrictive criteria, the maximum value that can be obtained has increased as it has risen to 2.2 for all, 2.3 for families with disabled people.
Considering that the basic amount is always 500 euros per month, it can reach up to 1,100 euros, 1,150 for families with disabled people.
If anything, it's more complicated to get there.
Let's take the first group, made up of three adults and two minors: everything depends on the age as well as the status of the members, it being understood that the income must always be zero.
For example, let's say that the minors are 4 and 8 years old respectively, with a value of 0.10 for both, and that among the adults there is none who meets the requirements to be considered in the parameter.
In this case it drops from 2.1 which was recognized with the Citizenship Income to 1.2, with the allowance therefore reducing from 1,050 to 600 euros per month.
However, as we will see below, there is a way to compensate for this loss.
So what is needed to reach the maximum amount of the inclusion allowance? Reaching the maximum equivalence scale parameter is easier for large families with young or disabled children.
For example, a family made up of three adults, one of whom is disabled and another who takes care of him, plus two minors aged 4 and 8 respectively, will have a scale parameter of 2.1, thus ensuring at least the same amount that was due with the Citizenship Income.
Also because the Inclusion Allowance also provides the same reimbursement for the rent, up to 280 euros per month.
However, you are not entitled to repayment for the mortgage.
How to increase the amount of the inclusion allowance As mentioned at the beginning, when we talk about the maximum amount of the inclusion allowance we cannot forget about the support for training and work, i.e.
that measure which is aimed at those members of the nucleus who, being aged between 18 and 59 and having no care burdens or particular health impediments are not included in the equivalence scale parameter as they are considered employable.
For them there is the possibility of taking part in an active policy path which for a period of one year recognizes an individual allowance of 350 euros per month which can be entirely cumulated with the Inclusion Allowance.
Let's take the example above again, i.e.
the family made up of 5 people with two minors aged 4 and 8 who, with the transition from the RDC to the ADI, saw the amount received reduced from 1,050 to 600 euros.
Let's now assume that the two adult members who are employable and therefore excluded from the equivalence scale parameter undertake the active policy path outlined by the Support for training and work: for each of them for 12 months there would be an additional income of 350 EUR.
Overall, therefore, the transition provides a total support of 1,300 euros, much better than what was due with the Citizenship Income.
To this we must also add that while with the Citizenship Income the single allowance for children was entitled to a partial amount, since the portion already contained in the income support was reduced, this is no longer the case.
The Auu will be paid in full, which means that – in the specific case – instead of an additional income of around 180 euros, the family will receive 380 euros, with a gain of an additional 200 euros (according to the values updated in 2023).
Overall, therefore, the family unit in the example has earned a good 450 euros per month since the transition, but only for the period – maximum 12 months – in which the 350 bonus of job training support will be recognized for employable people.
