74 of April 16, 2013, which specifies the dates and daily hours for heating activation based on climate zones.
Heating Regulations for 2024-2025
The temperature inside dwellings should not exceed 19 degrees Celsius, with a tolerance of 2 degrees.
For condominiums, more restrictive rules may apply.
Climate Zones and Heating Dates
Italy is divided into six climate zones, and each has various heating activation limits as per the DPR 74/2013 and DPR 412/1993:
- Zone A: December 1 – March 15, max 6 hours daily
- Zone B: December 1 – March 31, max 8 hours daily
- Zone C: November 15 – March 31, max 10 hours daily
- Zone D: November 1 – April 15, max 12 hours daily
- Zone E: October 15 – April 15, max 14 hours daily
- Zone F: No restrictions
Municipalities can adjust these rules based on local weather conditions.
Maintenance Obligations and Penalties
Regular maintenance of heating systems is mandatory to ensure efficiency and safety, with penalties for non-compliance ranging between 500 and 3,000 euros.
Violating the heating timeframes can also lead to further fines imposed by local authorities.
