How to Request a Fiscal Code for Newborns?

Welcoming a new child into the family brings immense joy, but it also comes with essential bureaucratic tasks such as obtaining a fiscal code for the newborn.

The fiscal code is an alphanumeric code consisting of 16 characters that uniquely identifies each citizen in their dealings with public entities and administrative offices.
It is crucial, therefore, to secure this code as soon as the baby’s name is determined.

Before requesting a newborn’s fiscal code, the baby’s birth must be declared at the hospital where the birth occurred, and this declaration should be made within three days of birth.
The hospital will then inform the Municipality, which will proceed to register the child.

Obtaining a Fiscal Code for Newborns

There are primarily two procedures to follow depending on your region:

1.
In some regions, the Municipality automatically processes the request for assigning the newborn’s fiscal code as soon as the birth declaration is received.

2.
In other regions, a parent must personally request the fiscal code from a local office of the Revenue Agency, providing the baby’s birth certificate.

Will the Fiscal Code Arrive by Mail?

Once the request for the fiscal code is made, an initial paper version is provided, while the plastic card will be mailed to your home about a month later.

New parents can apply for their newborn’s fiscal code by filling out the AA4/8 form, presenting a valid ID of the requesting parent, and the baby’s birth certificate at any office of the Revenue Agency.

Alternatively, you can also apply online by attaching the AA4/8 form and the necessary documents and submitting the request via email or certified email (PEC).

Ernesto Maria Ruffini, Director of the Revenue Agency, recently announced a new online application portal that will allow for the attachment of the birth certificate.

Unfortunately, as not all services are digitized, merely improving online options is insufficient for wider access.
Therefore, to enhance physical service availability in smaller towns, postal offices will be utilized.

It is important to note that the process for obtaining a newborn’s fiscal code is the same for unmarried parents, as this document is critical for uniquely identifying the child regardless of the parents’ marital status.

Fiscal Code for Newborns at Postal Offices

This new initiative is particularly aimed at smaller municipalities with populations under 15,000, where a local Revenue Agency branch may not exist.

The objective is to simplify and expedite citizen interaction with the Revenue Agency.
Following recent updates that allow for the issuance of passports and civil status certificates at postal offices, the Agency is decentralizing its services in smaller territories by partnering with Poste Italiane.

Thanks to the collaboration between the Revenue Agency and Poste Italiane, as well as the Ministry of Enterprises and Made in Italy within the “Polis” project, the goal is to make agency services more accessible.
The first service available, starting June 2024, will be the issuance of fiscal codes for newborns.
