The 2025 Budget Law was signed on October 15 by the President of the Republic, marking the beginning of the parliamentary approval process, starting with the Chamber of Deputies.
As usual, the approval is expected by the end of the year to take effect in 2025.
Among the numerous updates included in the Budget, several relate specifically to Lotto and Superenalotto games, which are not only popular pastimes for many Italians but also significant for state revenue forecasting.
Let’s delve into the details of the new provisions concerning these games, ranging from additional draws to the extension of concessions.
The Friday Lotto and Superenalotto draws have become a fixture, although they occur on an unconventional day.
This extraordinary draw was introduced in 2023 to temporarily fund the National Emergency Fund and was extended into 2024.
Article 13 of the Budget Law continues this additional draw throughout 2025, maintaining its altruistic purpose.
The Friday draw will proceed as planned; however, to ensure continuity, the Agency of Customs and Monopolies can reschedule it in the event it falls on a holiday, or possibly move it to earlier dates under exceptional circumstances.
Additionally, the National Emergency Fund is set to receive an annual increase of 50 million euros starting in 2025.
The allocation of these “increased revenues” (without affecting player winnings) to the fund proves crucial for supporting the most impacted regions, notably in light of recent natural disasters in Emilia-Romagna.
Lotto and Superenalotto revenue is generally quite substantial.
In the second half of 2023, Lotto and 10eLotto Friday draws generated 14,243,475.88 euros for the fund, with Superenalotto Friday draws contributing another 3,834,000 euros during the same period.
Up to August 31, 2024, Lotto and 10eLotto have amassed 72,005,545.14 euros, while Superenalotto (including Superstar) has raised 68,421,578.00 euros.
Overall, additional draws have generated 140,427,123.14 euros by August 31, 2024.
Projections suggest that by year’s end, totals may reach approximately 210,640,685 euros, divided into 108,008,318 euros for Lotto and 102,632,367 euros for Superenalotto.
These forecasts are grounded on revenue gathered since the introduction of the additional draw and the latest available data, demonstrating a positive impact on overall collection figures.
Article 14 of the Budget Law 2025 also encompasses the extensions of gaming concessions nearing expiration, aimed at reorganizing public gaming regulations amidst the absence of standardized national rules.
The bidding procedures cannot currently commence due to this regulatory gap.
For physical gaming concessions expiring on December 31, 2024, a two-year extension to December 31, 2026, is granted.
For Bingo, there is an annual fee of 108,000 euros for each concessionaire to be paid to the Agency of Customs and Monopolies in equal installments due on January 31, June 30, January 31, and June 30 for 2025 and 2026.
In contrast, betting outlets will incur fees of 9,500 euros annually for primary gaming product sales and 5,700 euros for secondary sales.
All concessionaires must also present suitable guarantees to cover these fees.
