The upcoming changes in the educational system, particularly regarding substitutes for 2024/2026, include the replacement of Substitute Availability Declarations (Mad) with “interpelli”, though with restrictions that might exclude some teachers.
With the introduction of interpelli to manage substitutions outside of the ranking lists, some teachers will not be able to participate in the process.
While the new rules confirm the transition from Mad to interpelli, certain restrictions remain in place.
One significant change is that schools will no longer have a specific section dedicated to Substitute Availability Declarations, which teachers not included in the rankings could previously use to apply for positions.
According to the drafted ordinance, in case the institute rankings are exhausted, schools will publish specific notices for the recruitment of qualified teachers on their official websites.
These notices will also be sent to the relevant Education Office for publication on their websites.
Not everyone is eligible to apply through interpelli.
Teachers who are already part of a provincial ranking list for substitutions or those with an existing fixed-term contract will not be able to participate.
The interpelli system, replacing the previous Substitute Availability Declarations, will assign positions differently.

It’s important to note that teachers can only register in one province’s ranking list and choose up to 20 schools per education level within that province.
