The Valditara Bill introduces groundbreaking innovations in the school system, with fines of up to 10,000 euros for students displaying severe misconduct.
The legislation, crafted by the Minister of Education, Giuseppe Valditara, has been approved by the Senate with 74 in favor, 56 against, and no abstentions.
The bill now awaits examination by the Chamber to potentially come into effect as early as the next school year.
The Valditara Bill not only imposes harsh fines on those who assault school staff, turning it into a criminal offense, but also tightens the rules regarding conduct grades and suspensions.
The conduct grades, for instance, will revert to decimal ratings in secondary schools.
Moreover, the bill reinstates a more comprehensive assessment system for primary schools.
Under the Valditara Bill, students who assault teachers can face fines ranging from 500 to 10,000 euros, in addition to damages.
It aims to curb the rising cases of verbal and physical attacks on teachers in schools, a situation that concerns one in five students.
The legislation also toughens regulations on conduct grades and suspensions, where a failing grade triggers repetition of the year, compelling students with a grade below six to engage in active community service.
Furthermore, conduct grades will affect credits for the State Exam, not only in high schools but also in middle schools, reintroducing decimal ratings.
Additionally, suspensions will entail activities to reinforce civic and solidarity values, reflecting a nuanced approach to behavioral correction.
