Electoral Law

The electoral law for the regional elections in Piedmont was amended in early July 2023 and approved by the Regional Council with 31 in favor, 10 abstentions, and 2 against.

The electoral system has changed: 40 seats are assigned through proportional representation in competing district lists, while 10 seats are allocated through a majority system based on regional lists associated with the presidential candidate.

Seats distribution by district:

  • Alessandria – 4
  • Asti – 2
  • Biella – 2
  • Cuneo – 5
  • Novara – 3
  • Torino – 21
  • Verbano-Cusio-Ossola – 1
  • Vercelli – 2

The majority prize stipulates that the winning coalition must secure at least 55% of the seats (28 seats) if they win with under 45% of valid votes, 60% of the seats (30 seats) for percentages between 45% and 60%, and 64% of the seats (32 seats) for 60% or more of the valid votes.

The electoral constituencies remain unchanged.
The threshold for coalitions is set at 5% of valid votes, and individual lists must exceed 3% to be eligible.

In the spirit of gender equality, no gender can represent more than 60% of the candidates in both district and regional lists.
Gender preference is introduced, allowing voters to express up to 2 preferences, with the second preference being annulled if it’s for a candidate of the same gender.
Split voting is also permitted.

Candidates and Lists for the Piedmont Regional Elections

After leading the center-right coalition to victory in the region, current President Alberto Cirio has announced his willingness to run again.
The center-right is united behind him, while the center-left coalition is facing internal divisions.

The Democratic Party has declared Gianna Pentenero, current councilor in the Municipality of Turin, as their candidate for the Piedmont regional elections.
This choice might bring Action and Italia Viva closer to the Democrats, while a rupture has occurred with the Five Star Movement.

The Five Star Movement has chosen Sarah Disabato as their candidate, with Alberto Costanzo running for Liberty and Francesca Frediani for Piedmont Popolare completing the list of candidates for these regional elections.
