New Incentives for Employment Introduced by the Coherence Decree
The so-called Coesione decree (D.L.
n.
60 of 2024) published in the Official Gazette n.
105/2024 introduces new incentives for employment, such as hiring bonuses that reduce the employer’s contribution, making labor costs more sustainable.
Introduction of New Bonuses
These new bonuses will be recognized starting from hires made after September 1st, aiming to promote employment among both young people and women, with a special focus on Southern Italy.
However, the operationalization of these incentives will require authorization from the European Union.
Promoting Reemployment through Siisl Platform
These incentives should also promote reemployment through the Siisl platform of the Inps.
This platform is mandatory for recipients of the Inclusion Allowance or Training and Employment Support, facilitating the matching of job demand and supply.
A ministerial decree will define the procedures for employers to post job opportunities on the platform, thus increasing available job positions.
Access to the platform will also be granted to those not receiving the mentioned benefits but actively seeking employment.

Bonus for Hiring Young People
Employers incur costs for hiring employees, including social security and insurance coverage.
The new tax breaks focus on reducing the employer’s labor costs.
The first relief grants private employers an exemption from paying social security contributions up to a maximum of 500 euros per month for a maximum of 24 months, provided the hire occurs between September 1, 2024, and December 31, 2025, for young people under 35 with open-ended contracts.
For gross salaries up to 2,099 euros, no contributions are due, while only the exceeding part is paid for salaries surpassing this threshold.
The incentive increases to a maximum of 650 euros for hires made by companies located in certain regions:

- Sicilia
- Puglia
- Calabria
