The Decree-Law of October 11, 2024, No.
145, known as the Flux Decree, regulates the entry of foreign workers into Italy and establishes measures to protect them against undeclared work, as well as crimes under Articles 600, 601, 602, and 603-bis of the Penal Code.
The updated procedures for hiring foreigners in the context of quotas for migrant flows in 2025, modified by Decree-Law No.
145/2024, will take effect from November 1, 2024.
In response to these legal updates, a joint circular by the Ministries of Interior, Labor and Social Policies, Agricultural Sovereignty and Forestry, and Tourism was issued on October 24, 2024, to provide necessary operational instructions for submitting applications for 2025.

Specific timelines for seasonal and non-seasonal applications starting on February 5, 7, and 12 in 2025 are confirmed, particularly for the agricultural and tourism sectors.
Employers can pre-fill applications from November 1 to November 30, 2024, on the ALI services portal.
Positive outcomes will provide employers with an activation code for streamlined application processes.
