Among the many bonuses that over 60s can request there is also the Citizenship Income which in 2023 is not subject to limitations while in 2024 it will transform into an Inclusion Allowance.
Those over 60, in fact, fall into the category of those to whom the Meloni government has ensured the right to state support even after the citizen's income will be canceled starting from 1 January 2024.
However, it is good to clarify on the fact that both the Citizenship Income and the future Inclusion Allowance are due not to a single person but to the entire family unit: which deserves further study to understand how the presence of one or more over 60s in the family unit affects the perception of benefit.
Citizenship income and presence of over 60s in the household As is now known, citizenship income is due in 2023 for a maximum of 7 months.
This is not the case if there is at least one member of the family who has reached the age of 60: in this case, regardless of how many employable people there are, the benefit is paid for all 12 months or in any case until a of those circumstances which determine its early forfeiture.
It should also be remembered that being sixty is not enough to receive the citizenship pension: according to legislation, in fact, it is necessary that the family unit is made up exclusively of members over 67 or seriously disabled or non-self-sufficient people.
In this case there are some small differences compared to the Rdc: meanwhile the basic monthly amount is 630 euros per month instead of 500 (with a further 150 euros of reimbursement for the rent), after which the benefit is automatically renewed after of the 18 monthly payments.
In 2024, will citizens over 60 receive basic income? In 2024, the Citizenship Income will be replaced for everyone by the Inclusion Allowance, which means that not even those in their sixties will no longer be entitled to support.
But little changes, since precisely the families that have at least one member within them who has reached the age of 60 have the possibility of accessing the new support, from which all families within them who do not they have so-called fragile components (disabled, minors and those over 60).
However, although the transition may be painless for those families composed only of fragile people, given that the rules for calculating the inclusion allowance are more or less similar to those of the citizen's income, the situation changes where there are employable.
In fact, there is a notable difference between the citizen's income and the inclusion allowance: in the first case in the equivalence scale parameter, i.e.
that value considered both to evaluate whether the family income does not exceed the required threshold and to quantify the amount due each month, all adults are considered including those who are employable, while in the second not.
In detail, while in the Rdc for each adult a value equal to 0.4 is assigned (up to a maximum of 2.1 which can be raised to 2.2 for families with severely disabled people), with the inclusion allowance for the relevant parameter of scale, a 0.4 is added only in the case of over 60s or people with care burdens (those who take care of minors under the age of 3 or 3 or more minor children or members with disabilities or non-self-sufficiency).
Instead, a 0.5 is added where there are seriously disabled or non-self-sufficient members, and 0.30 for each other adult member in a condition of serious biopsycho-social distress and included in care and assistance programs certified by the public administration.
Practical example Let's take a couple as an example, one of whom is over 60 and the other is fifty: today the citizen's income, for which an equivalence scale parameter of 1.4 is considered, is due on condition that the family income is less than 8,400 euros while the integration can reach a maximum of 700 euros per month (plus possibly 280 euros for reimbursement of the rent).
With the transition to the Inclusion Allowance, however, the scale parameter drops to 1 as the fifty-year-old person is considered to all intents and purposes employable: which means that to have access to the benefit it is necessary to have an income of a maximum amount of 6,000 euros while the monthly supplement can be a maximum of 500 euros (280 euros of rent confirmed).
It must be said that the fifty-year-old person, provided that the ISEE is less than 6,000 euros, will still have the possibility of requesting support for training and work, which could result in another monthly income of 350 euros (but for a maximum of 12 monthly payments, non-renewable).
