The Meloni government’s support measures for the elderly

The Meloni government has introduced various measures to support the elderly, such as enabling them to access the Inclusion Allowance (which has replaced the Citizenship Income) and completely rethinking the assistance model by introducing the Universal Benefit, which will come into effect in 2025.

Universal Benefit

One of the most significant measures introduced by the Meloni government is the Universal Benefit, aimed at non-self-sufficient elderly individuals.
Starting in 2025, eligible individuals will receive an additional monthly contribution of 850 euros to support care work and assistance services.
To qualify, one must be at least 80 years old, have an ISEE income below 6,000 euros, and be assessed as severely in need of assistance.
The Universal Benefit, combined with the existing care allowance, will amount to 1,400 euros per month.

Inclusion Allowance

Another important measure for the elderly is the Inclusion Allowance.
This benefit is available to individuals over 60 years old who are not in the workforce.
The amount ranges from 500 euros for a single person to 700 euros for a couple over 60 with no other income, with an additional 280 euros available for those renting.
For individuals aged 67 and above, the base amount increases to 630 euros.
The Inclusion Allowance ensures support for elderly individuals regardless of their employment status.

Minimum Pension Increase

The Meloni government has implemented a 2.7% increase in minimum pensions, benefiting those with pensions below 598.61 euros.
This raise translates to approximately 16.16 euros more per month, providing additional financial support to retirees.

Pet Bonus

The introduction of a national bonus to support pet owners with veterinary costs has been a longstanding request.
Finally, in the 2024 Budget Law, provisions were made for this bonus.
Eligibility is restricted to individuals over 65 with an ISEE income below 16,215 euros.
Details on the bonus amount and spending guidelines are pending the issuance of an implementing decree by the Minister of Health.

Other Elderly Benefits

In addition to the government initiatives, there are various other benefits available to the elderly, such as the Social Allowance for those aged 67, the Shopping Card for those aged 65, and exemptions from the Rai Fee.
